Indeed- something seems to have increased the load drawn by one motor: 
original grease thats turned to concrete, a badly worn brush, a dragging 
armature, etc. You'll just have to dig inside and continue cleaning stuff. The 
multipin connectors in the Pantera wiring system are prone to corrosion and 
benefit from a spray-out with Radio Shack Contact Cleaner. 
Another thing that sometimes causes trouble is, the fan relays are 
installed with the wires pointing up. This is handy for servicing, but makes a nice 
little cup of the relay bottoms. Which catch & hold water thrown up. The 
relays are not waterproof so the water drains inside the relay mechanisms. 
Unbend the tabs holding the covers on and you'll likely find deep red rust on 
everything. This can also be cleaned out, or the relays replaced. With the 
wires oriented downward.
Back when the Pantera was new, the factory wired some cars such that both 
window motors were on the same fuse and would blow if both were activated 
together. Ford issued a fix that simply separated the two circuilts. The loads 
on the single fuse from your motors are obviously too high right now, so as 
a temporary fix, try running one fan off one fuse and the other off a second 
(normally unused when the fans are running).
