GPS will be blocked by Satellites will occur if it is in an enclosed
building or enclosed trailer. Trailer is possible but building really
doesn't matter. You see, if you drive up to a building then pull it
inside, the last pinged position is ....outside the building! You can
leave it in there for a year never bringing it out but it will still
have the last position being pinged.

At this point saying you cannot find your car is not completely
accurate. I know of at least one company (not for cars) which can give
you a general area of where your car is because they identify cell
towers which are talking to it. This gives you a little less then a mile
radius on average. This is not even triangulation but simply proximity.
You might not be able to get GPS but you can get cell. I have even seen
this work first hand with the antenna removed!

Some GPS companies do not require an activation until the car is stolen
which means the SIM number is parked or dormant till turned on. My issue
is I always hoped that works.

I have home grown GPS system for mine which I can watch on my
blackberry or computer. I have my own motion activated circuit which
keeps the unit dormant till the car moves. You can so much as sit in the
car and it will turn on so if the car is towed it will become active.
When it does it sends an email to my blackberry that it has been activated.

Another advantage to having live tracking on a car is the ability to
keep people working on your car in check. For instance, I will likely
have some one else do my interior. When I do, I will know if the car is
moved......within 30 seconds of it changing location, or if ignition is on!

There are ALOT of options out there right now.
