This doesn't sound like a speedometer problem one bit.   Speedos usually 
either work, or they don't.   Bouncing is caused by the cable binding, then 
snapping ahead, then binding again.   Usually caused by improper routing of 
the cable if it's a new cable.

To verify, connect the cable to the speedo (held in your hand) and spin the 
other end of the cable with a drill.   It will probably work perfectly.
