Larry,

You are correct. Ear marks are just specific pork barrel projects that congress dictates be done out of a specific agencies budget allocation. So technically speaking eliminating ear marks will save no money. The various agencies will just have total discretion over their budget instead of congress directing a portion of it. 

The optimist in me however thinks that there is a chance that eliminating them might actually lead to real savings over time. If politicians aren't raiding the various agency budgets for their pet projects they might be less inclined to protect said budgets and maybe even willing to cut them.... only time will tell.

This from a Republican Senator, the Concord Coalition,Taxpayers for Common Sense,
and the libertarian Cato Institute.

All the political blathering about how stopping earmarks will somehow help 
reduce government spending is just one more example of how a well-selected
buzzword campaign is just empty rhetoric designed to appeal to emotions,
without injecting any new facts to facilitate a rational discussion.
