OK Larry,  here is my answer.  
 
The scum bag politicians use earmarks to bring the $s to their state or district to buy votes.  While it may not the the kind of $s that caused the huge deficit, is does help these jerks get reelected and then pass the laws and spend the huge $s that are destroying our nation's future.

Just banning Federal government budget earmarks will not save any money. 

None.

This from a Republican Senator, the Concord Coalition,Taxpayers for Common Sense,
and the libertarian Cato Institute.

All the political blathering about how stopping earmarks will somehow help 
reduce government spending is just one more example of how a well-selected
buzzword campaign is just empty rhetoric designed to appeal to emotions,
without injecting any new facts to facilitate a rational discussion.
