Yes, the initial turn-on is where the fans have the highest loads.   One of 
the really nice things that Jon Haas (Pantera Electronics) makes is a 
slow-mo fan controller.   Instead of just an ON-OFF thing, it is a variable 
resistor that slowly energizes the fans and spins them at variable speeds 
depending on the water temperature.   It would almost assuredly solve your 
problem...but a bigger fuse would do the trick too.   25 amp fuses aren't available 
anymore I don't think; most people run a 30-amp fuse there instead.
