Larry,

Yes, that is correct.  This siphoning effect would only take place if the coolant level in the overflow tank is higher than the fill cap AND would only happen when the fill cap is removed, resulting in coolant spilling out of the surge tank filler neck.

As you know (but others may not), there is a normal pressure/vacuum action that takes place between the surge tank and the overflow tank during normal heating and subsequent cooling of the coolant (with the filler cap installed and tightened).
