[DeTomaso] Valve Springs and More Questions

I bought a Moroso spring tester and tested one of the the newish single springs on a low mileage engine with a lot of good parts in it, is was only about 80 pounds seated, should be just over 110 for the cam, and they appear to be no where near the open pressure.  The springs are about 1.55 OD, which seems more like a dual spring OD.  I'm wondering if the builder just installed the outer springs for break-in, and no one ever went back and installed the inner springs?
 
I'll pull a spring this weekend and make a set of measurements and call Comp Cams.  Like others have said, you better take a good look at an unknown engine before you run it much, no matter how good the parts look.
