[DeTomaso] Twin turbo what is it?

I think that system has a bypass arrangement and off boost allows an air flow from the carb straight into the intake manifold, that bypasses the turbos, and then as the boost comes on diverts the air flow through the turbos.  
 
I think a simple EFI would work a lot better.

I have recently purchased a twin turbo motor out of a 'P' car.  It was built 
in 1997at Motor Machine and Supply in Reno, Nv.   The engine came out of a 
wreck after only about 1000 miles or less.  It has twin turbos feeding under 
an Edelbrock carb.  I don't know who made it but there must have been 2 
because the car in these pictures has one like it.  Any help would be 
appreciated.  I will also have a few more questions I am sure.
