Sure--those are standard European L front bumpers.   They were available in 
chrome, or painted black on some of the Euro GTS cars that didn't get the 
pre-L front end treatment (oddly, although most Panteras switched to the 
L-model front end in August of 1972, the Euro GTS Panteras retained the pre-L 
front end and bumpers well into the later 1970s).

The Euro L received these little bumpers, which are identical in contour 
and shape to the standard Pre-L bumpers except that they had no provisions for 
mounting the turn signals.

Fiberglass and carbon fiber copies of these bumpers are available from 
several of the Pantera vendors.
