[DeTomaso] fuel tank installation???

I recently picked up a fairly nice 73, but the fuel tank had been pulled for metal and paint work and not replaced.  The single strap that goes over the top of the tank is still attached at the top outside end and looks good, but it looks like the bracket it attaches to is missing from the frame.  The (rubber?) material between the tank and the frame and between the strap and the tank is mostly missing.  I have a couple questions:
 
1)  does this single strap hold the gas tank in place.
 
2)  what kind of material should I put where the tank rests on the frame and between the tank and the strap?
