One option - maintain the size and use a free ftp service. 

I have used www.yousendit.com and am now using www.4shared.com to send large
files. 

It's simple and free. You can then send the link to those interested and
they can download the file at their leisure. Yousendit links are good for a
week, and 4shared appears to be good indefinitely?
