My understanding is that ballast resistors are only necessary when points are being used to prevent premature failure of the points.
Otherwise they just decrease the voltage to the coil and decrease spark output.
Glad you brought it up, though- I think my car still has a ballast resistor in place even though I changed to electronic ignition years ago.

I had this sort of problem with my Pantera and it turned out to be the
allast resistor, but not in the way you would think. Over time and
robably 40 years of diagnostic sessions, the connectors had become
oose and were no longer making full contact with the blades of the
allast resistor. A little time with some pliers and it was good as
.. well, good as old and working :)
