There were 2 markets. The Calif market and the 49 State market. Calif was
the only one that got the PCV system. Calif set their own smog requirements.
The 49 State smog requirements were set by the Federal Government. The 49
State market smog equipment was several years behind Calif. 

 

By 1966, the Mustangs had different carburetors (leaned out) and retarded
distributor timing and the 49 states were just getting into PCV systems.

Ah, I guess I wasn't clear.   I think (could be wrong?) that while they
were *available* in '65, they weren't required by CA las until '66.
