It's not that they sit too far inboard; it's that they are too narrow.   
Panteras with 15x10 wheels have the wheelarches filled up properly; your 
Pantera East wheels are 17x11 which is even moreso (the additional inch is to the 
inside).

I have no idea why the original wheels were so skinny?
