When I lived in Japan, they really were annoying at night in the area I
lived in (Kunitachi, west of Tokyo).
They'd come out at 2-3AM and slowly drive up and down the streets outside
the house and rev the engines continuously. No mufflers and they usually put
megaphone extensions on them to make them even louder.
The locals would not mess with them or report them because the gang would
find out and there would be repercussions.
