 IIRC on my original Campys it was 3/8" from the outermost rim surface to the surface the outer edge of the tire bead contacts-- so those wheels have, technically, 4.25" backspacing. I believe this was the same as the original 7" Campys that came on the front of the narrow bodied US cars.? So in this case all the extra width was outboard.? 

I suspect the 13" wheel will have 5.25" backspace, as that's what the 10" campys had and, again, the goal will have been to move the tire outboard to fill the fender and widen the track.

My GT5S has the original rims and I have a spare set of front rims. They are
stamped with the size. The rims on my car are:

Marking
The marking on my spare set is 10"K X 15" CH-ET-24 instead of the 22.5 which
are on the car. I have no idea what the 22.5/24 designation indicates.
I just measured my spare set backspacing and from a straightedge across the
inside rim surface to the flat mounting surface measures 4 5/8" on the 10"
rims.
I will have to remove a wheel to measure the backspacing on the 13" rim. I
will try to get to that tonight.

Micheal,
What are the backspacing and width measurements of your 10 spoke Campys? Do
you have the same flares Will will be using?
If so, the measurements of your wheels will tell us exactly what Will should
buy to prevent having to use a spacer.

Something to remember...those flares were designed for the race cars.  They
ran 14" rear wheels.  I don't know what the factory did when they used the
flares with the 13" wheels on the GT5.  Those flares are completely
different than the Gp4 flares so that probably takes care of the spacing.  I
have factory style riveted flares with 10 spoke Campys.  They fit great with
a 1" spacer on the back.
