I've done something similar.  I found I needed more counter space as well as
moveable tool storage.  So instead of buying a stacked rollaway tool chest
set, I bought two Craftsman rollway bottom chests (without the top chests).
This gave me more (moveable!) counter space.  I mounted (and use) a very
heavy disc/belt sander on top of one of them.  I'm thinking about mounting a
half height drill press on top of the other.  If you buy the better quality
ones with the ball bearing "griplatch" drawers, the chests are heavy enough
to provide stability and the wheels lock the unit in place when needed.

I never have enough storage.  I think it would be easy to build wheeled
bases from 2 by 4s for standard 3' by something garage shelves and line them
up side by side along the garage wall.  Just pull them out to reach parts? 
Probably want some kind of brake.
 
Seems like a good idea, has anyone done this.
