[DeTomaso] Metal Valve Stem Installation

I am getting my Campys back this week from their re –paint. I have a set of aluminum valve stems purchased from Hall. They have a single slot on the bottom (inside of the rim) and a single nut locking sleeve for the outside of the rim.
 
My question is how tight to torque them into the rim? Also should I apply a little RTV to assure a good seal?
