 FWIW, CA race tracks and the CA Highway patrol measure exhaust sound on 
Radio Shack dB meters by: 
1)- 'C' scale weighting
2)- 'fast' response
3)- 50 ft from the track edge, at a 90 degree angle to the direction of 
travel so they don't shoot up the tailpipes and get a false reading. . Race 
tracks have no set engine speed or trans gear but they usually set up on the 
upslope of a hill, reasoning that a competitor won't bog his engine 
consistently, and if they get one reading over 84dB tested 1-3 as above, you get a 
black flag. Opposite side-angled turn-downs are usually good for 1.0 dB of 
sound reduction if you know where the track's sound meter will be mounted. Not 
sure if the cops use a moving or stationary car revved to 'some' rpm at 50 ft
