It's a square rule not 4 times.

Area = pi * r * r.

Whatever factor you apply to R, you have to square it to see how it impacts the area.

So, 1/2 flows 4 times as much as 1/4, because 1/2 is twice 1/4. and twice * twice = 4 times.

But, 1/3 flows 9 times as much as 1/9 because 1/3 is 3 times 1/9, and 3 * 3 = 9 times - not 3 * 4.
