It's rather apparant actually--some cars have such efficient cooling 
systems that they will never get up to operating temperature if it's not properly 
regulated by the thermostat.   My Cobra was such an animal--it has an 
outstanding radiator, and the car would consistently run at about 145-150 degrees. 
  I opened the housing up and found the 180 degree thermostat was partially 
stuck open.   I replaced it with only little effect.   I eventually 
switched to a 192-degree unit (which is what Ford recommends for the 427) and that 
finally got my engine operating temperatures into the 175 degree range. 
(verified with a heat gun, and my water temp gauge is mechanical).   I think the 
thermostat is constantly cycling open and closed.
