That is correct. The CC is a closed circuit control system which  depends 
on the throttle being directly related to vehicle speed.
 
If you are in top gear and the clutch is out and the wheels are not  
spinning, engine rpm is directly related to vehicle speed.
 
The problem is, typically, you will have 8X as many ignition pulses  per 
mile as the CC would expect from a speedo sender.
