The oxidation has to stop when the available oxygen is used up, but if it's really not sealed, all bets are off.  But you're just back to the original problem whether you cut out all the rust or not.  If you cut out all the rust, and oxygen and moisture get to the new metal, it will rust.  I can't see how the presence of existing rust makes any difference.  Rust isn't a living organism that grows.

Very true but what if you seal in some moisture or it gets in from the back
side?

I've heard people talk about rust like cancer and that you have to cut out
100% of it or it will spread if you just seal it in.  I think that is not
accurate because rust is formed by a chemical reaction between oxygen and
iron in the presence of moisture.  If you seal the area and no oxygen
or moisture can get to it, there cannot be additional rust formed.

In general:  if you have a rusted piece of metal, and you take it from the
wet area, does the rust continue to form and eat away the good metal?
Same question, but a piece of wood?
Same question, but Black Mold in your home?
