This is a damned if you do and damned if you don't  problem. If you brace 
it from underneath, it becomes rigid and the slightest  little stress or 
force causes a dent literally around the brace since the  energy of the dent 
can't be spread out over the panel. Dents like that are  very difficult to 
repair.
 
Designers use heavier gauge metal, curves and  creases to give body panels 
strength. My guess is that your panel is slightly  deformed and now it is 
oil-canning because it has lost its  integrity.
