I had an experience with CA DMV and my clone Trans Am
I bought it as a race car on a lien sale back in the early 1990's
Car was raced for many years although I did take it to a few
shows driving on the streets close by every now and then
I finally decided to get it registered... I needed to show the two
vins and have them match so the car would not be crushed
The second vin was on the firewall behind the heater cover
I had to pull the cover out and have a mirror to show the Dmv
inspector without pulling the fender... She said the number was
wrong... I spent some time trying to tell her the mirror reversed
the numbers... she did not understand.. finally she agreed to sign
off but wanted to know what the name of the metal the number was
on (the firewall) so she could put it on her form... she still did 
not understand the mirror thing
 
Love the Dmv people around here.. who trained them??
