No- a bad design. Many or most stock Pantera heater shutoff valves CANNOT
turn off the hot water entirely, AND open the valve fully when you want heat.
The cable linkage under the dash has levers that are the wrong length. You
can adjust the cables for full open, or full closed, but not both.
Plus, when the valve leaks hot water thru the heater, the A/C must then
overcome the heat from that hot water before the occupants get any coldness.
THere are various fixes but the quick, simple fix is two manual shut off
