[DeTomaso] Heater valve

The Winged Warrior had a substantial amount of heat entering with the heater turned off. Actually, on or off, it's the same amount of heat. 
Is this typically due to a bad heater valve? Or simply the hoses being crossed?
For years I ran with the heater hose cut-off valves closed, I may have to return to that format for the Reno roadtrip.
