If he has his pushrod adjusted too short, then screwing the stop bolt in as 
you suggest draws the piston down the bore of the slave cylinder.   This 
potentially reduces the amount of movement authority the slave can offer.   
It's necessary (IMHO) to at least get a rough approximation of the proper 
pushrod length; the stop bolt is then used for fine-tuning...
