They probably are; there are always a certain number of people that make 
last minute decisions and a few show up at the rally to sign up.   In our 
talk, Judy and I agreed that a lot of people are simply waiting to make sure 
they still have a job as the time gets closer.   Definitely the current economy 
is affecting things.   One good thing is that with cost lower this year for 
POCA, our breakpoint is also lower.
