Surprisingly, the government is a bit messed up.  The words on the
reg17a form do not match those in the vehicle code.  It has been that
way for years.  Fortunately in this case, no one cares.  No one has ever
been busted for being on the road anywhere, anytime for having
historical plates.

Historic plates do not allow the vehicle to be driven on the street
except for parades and other special occasions. They are not for
"normal" transportation use to get from point A to point B.
