I've had really good success with an established registration service that I 
used almost five years ago.  The service is owned and ran by a former 23 
year veteran of the DMV and opened the service because she saw a need due to 
the questionable practices of the DMV.

Picture this, you import a car from Australia, specifically a 73 Ford Falcon 
and after waiting two years the car arrives without a title.  The seller in 
Australia claims he cant find it but has a bill of sale and all the 
documents when the car was purchased from the dealer in New South Wales in 
73, the DMV says you cant register it.  I contacted the service and within 
30 days I had a registration and a set of license plates.  When I purchased 
the Pantera, same story.  The car had been sitting out of state in Nevada 
for over ten years with an expired California registration and was never 
registered in Nevada.  30 days later, the original blue/yellow plates were 
reassigned back to the car and the registration arrived at my house without 
penalties or back fees.

Research registration services in your area before committing, be aware, 
many will try to charge you over one thousand dollars to do this, I paid 
almost two hundred for each car. Keep in mind when dealing with the DMV this 
little bit of inside info this person told me, "The DMV's sole purpose is to 
generate revenue for the state, we were specifically told NOT to tell the 
public of an easier, cheaper method to resolve their issues but to use the 
most expensive time consuming methods."  She explained that THIS is why she 
started her business.

There is always a way to deal with the drones at the DMV, find someone that 
was employed by them who knows the inside track.

It's possible.
