In either case, the problem is bad alignment. If it's the front, you either
have excessive negative camber, or toe-out, or both. For that matter, the
same could be causing the problem in the rear, although it's much more likely
to be excessive negative camber.
If money is tight, you could just flip the tires around on the wheels and
burn off the rest of them. :>)

You've mentioned that you are currently a member of the leisure class, and money is
tight. I wasn't kidding--if you want to stretch your existing tires until
you get 'stimulated' (feel free to step in here anytime Larry), you could just
flip the tires around on the wheels to put the worn part on the outside, and
then get another year or more out of them (considering how little you drive the
car).
You should be able to see with the naked eye if you have enough toe-out to
cause this kind of tire wear; if so, you can just spin the tie rods and toe the
wheels in a bit, which may help until you have the job done properly.
Assuming the car doesn't pull to one side or another, turn both tie rods the same
amount. Pay attention to what you're doing, and make sure you aren't turning
one wheel in, and the other one out.
(Yes, it's happened before...names withheld to protect the hilarious). :>)
When you do install new tires, you will absolutely have to have the wheels
aligned at the same time. BTW, if you changed your shocks/springs without
aligning the car at the same time, that's what caused your alignment to go out of
whack. :<(
