Under Federal law odometer disclosure is not required on cars more then ten
years old. Also sine this is a "pre car fax" automobile ( any car with less
the 17 alpha numeric characters is excluded from their data base you have a
few choices if you doubt the veracity of the odometer claim. You can attempt
to search the state inspection records, they record the mileage at every
annual inspection. This can prove to be problematic if the car was moved
between various states, or if it was not on the road (inspected ) for
several years. A thorough examination of the supposedly well documented
history will undoubtedly turn up some evidence of discrepancies if such a
discrepancies exists. It would be allot easier to spot tell tale signs of
higher mileage if the car had not been restored. Evidence like pedal wear ,
seat springs, suspension wear, shock and spring wear etc. are easy to spot
when someone claims a 40 year old car has less then 2000 miles. You may not
be able to pinpoint the  exact mileage , but there is a degree of wear that
you just don't see on a car with that low mileage. Now that the car has been
restored the evidence is gone. One must also question how a 2000 mile car
needed  $100,000 in restoration especially if it was being restored to
"stock" specifications. Allot of the components would not have worn out from
age alone.
I am not making accusations. I am just saying in these days of Bernie
Madoff"s and all the other frauds, crooks, scams and ripoffs ( a day doesn't
go by without some new news story outlining another ripoff taking advantage
of honest people. (why do you think car fax has become so successful and
that most people will not even consider purchasing a used car without a car
fax report)
Just remember this saying is several thousand years old. It  first appeared
