Yes, it's really the only proper way to adjust it.   Being that it's a 
turnbuckle, by definition one of the two sets of threads is reverse-thread.   If 
you loosen both locknuts and then turn the turnbuckle one way, the overall 
length of the shift linkage shrinks, and the shift lever moves towards the 
rear of the car.   Turn it the other way and it moves forward.

That's how you adjust fore-aft position.   Once that's determined, tighten 
one of the locknuts.   After that, everything downstream of the locknut will 
remain fixed, and everything upstream will be free to move, so that's how 
you adjust the side-to-side position of the shift lever.
