FWIW,
 
Common flasher units actions are sensitive to the load  current. They will 
only work with normal incandescent lamps. If a lamp burns  out, these 
flashers will flash slower.
 
Other, fairly common, flasher units also will only work with  incandescent 
lamps, but have internal circuitry which makes them flash faster if  a lamp 
is burned out.
 
Still other flashers are designed to work with the additional load  of 
trailer lamps and will flash at a constant rate independent of the number of  
lamps.
