Thanks Tomas and Bill,
I now see better how it works. Pressure moves the second piston or the first
piston will hit it to move it during a loss of pressure.
What is the big advantage of this set up over having a single piston with
multi seals on it?
Paul, the "shuttle" valve has the switch in it to turn the dash light on.

If the master had the ability to deal with a leak, doesn't that make the
shuttle valve redundant?
