Maybe. There are 3 things that sometimes go south: the big rubber diaphragm 
inside the can (rot or cracks), the plastic connector/check valve on the 
booster bottom (varnish and crud but it can be cleaned) and the hose going up 
to the booster from the under-floor hard line. I also found one wide-body 
Pantera that had an under-floor hard line cracked in the middle. Try your 
vacuum test directly into the check valve with a known-good vacuum hose, 
bypassing both factory hoses and the hard line. A surprising number of Panteras are 
driving around with that front hose rotted or cracked. Stock brakes are 
good enough at around-town speeds that they hadn't noticed.... Good luck- J
