Broken or collapsed ring from wear or whatever. A leak-down test may show 
more than a simple compression test, especially if the cylinder is already 
oil-soaked. Only a teaspoon of oil in a worn cylinder normally picks up a 
compression test 50+ psi. 
FWIW, after a leak-down test on all cylinders, the results can be: 
2%=                a fine, tight engine giving max power for the components 
used
5%=                a normal street engine with miles on it
8%=                a worn engine that begs for some attention
10% or more=     there's metal missing somewhere in that cylinder
If it is a bad ring and the broken ends have not left a deep scratch in the 
cylinder wall, you might get lucky with a carbide ball-hone in a half-inch 
drill and a thoroughly cleaned stock piston. Good luck finding ONE ring 
set....BTW, an extra #2 ring will not work in #1 position and vice-versa.
