[DeTomaso] ORR Tires

I seriously doubt that anything that simple would be the cause of a tire disqualification, but if it did that's wrong.
BBORR requires safe tires but the speed rating is related to your tech speed.  If you have a 124mph tech speed,
a 130mph H rated tire is acceptable...as it should be.  Just because a car came off the line with a V rated tire has 
nothing to do with it.  On the other hand, you could just make sure that every car has the very highest speed tire 
available on the market at the time of the race regardless of the car or it's use.
