He might have put a pair of the 427 tunnel port heads on a 428 block--it's 
physically possible.   But the 427 block was far superior and was the 'race' 
block, whereas the 428 was more of a truck/station wagon engine, so that's an 
unusual thing for somebody to do.

The heads were only ever referred to as 427 tunnel port heads however.   You 
can educate him next time you see him. :>)
