I have a set of these AN bolts from Aircraft Spruce here, and they have no 
such radius.   The method of construction where the shoulder of the bolt meets 
the head appears identical to that of ordinary non-AN bolts.   Unfortunately I 
don't have any 7/16-20 ordinary bolts to do a side-by-side comparison, but 
I'll try to remember to pick one up tomorrow and shoot some photos.
