I fight rust in everything I do. Yes I am up north, but it is not a rain
forest!
If the metal is exposed to the air it will rust, just faster in some places.
You need to seal the metal from the air that has water in it. We do this
many ways. Paint, oil, wax etc. You need to first remove ALL of the rust
that you can see and the small stuff you can not see. This is done by
sanding, sand blasting and acid cleaning. Once it is clean you need to seal
it, and keep it sealed.
On your bolts I would clean them and try a wax or a clear coating.

I am getting rust on most of the nuts and bolts on my car, including all

ARP studs and black annodized hex head bolts. I live in Texas so there are
no issues with salt or anything like that. Could there be an electrical
problem that could be causing it? The battery seems to need charging all
the time.
