No, something else.

The Pantera was often the first car owners had that used REAL gauges.
As our cars do run a bit hot, owners looked at the gauge, got concerned
things were wrong, and went to the dealer. Many did this, only to be told 
by the dealers that nothing was wrong. But that was not the answer the owners
wanted to hear, so Ford had a better idea.

To keep owners happy, they devised a solution using the resistor. It changed
the voltage getting to the gauge and thus made it read lower; more in the middle
of the range.

So now when owners came in complaining the gauge was TOO HIGH, the service
department added the resistor. Owner left happy after being told the problem had been
taken care of.
