I glued/epoxied a rubber transition strip for commercial vinyl flooring (about $2 at Home 
Depot) into the inside of the "flimsy" mounting ring 3 years ago and it hasn't slipped yet!
 
There's a poor pic of the tank and mounting ring at this link. You can barely see the rubber 
strip that's glued to the inside of the ring, and some scrap in the background:

BTW - What did you do with your old tanks?
