Absolutely, and for sure it can't hurt.   The early cars have an oval opening 
on the inside of the inner wheelhouse, which is a direct routing for water to 
enter this crucial area.   On the later cars, there is an oval stamping 
there, but it's not opened up.

I blow compressed air in the drain holes, which (when the car is bone dry) 
normally results in a cloud of extremely fine dust in the garage.   Because this 
car was soaked, the dust has turned to mud (which causes rust).   I did use a 
hook to try to remove as much of it as I could.
