Wrong speedo drive. There are several of them, with different
characteristics. He probably has an early-type VDO, which calls for 1610 revs per mile.
The later one is for 1210 revs per mile. The difference isn't with the
gauges, but rather the drive gear inside the gearbox.

Call your favorite Pantera vendor, tell him the number stamped on the ID
plate on your gearbox, and he should be able to hook you right up, and would
probably the old one as a partial or even full trade.
