The majority of messages are held up because they're too big (over 100kb),
next is usually too many recipients.

That's standard.   If I try to send a message to the forum and to an 
individual, with an attachment, it gets held up until an administrator can
bless 
it too.

The hot ticket is to simply not do that...send the attachments directly to 
the individuals, and just send a plain text e-mail to the list. :>)
