Or they could decide to enforce the 'time of sale' inspection as a strategy to take old cars off the road. I would imagine the automakers would be happy to get behind a push that direction.

It's my understanding they are never inspected BUT technically they are
still required to conform to the standards of the day, so it theoretically
COULD be an issue if a particularly sadistic cop decided to make a case when he
pulled you over.
