Anders:   those numbers do not sound right.
 
I'm describing a "blue strain relief" 2 wire/4wire duraspark II system.    easy to find a schematic on the web.
 
If "at the box" you mean the red wire in the 2 pin input, this should be at the battery voltage.
 
You can troubleshoot by first disconnecting the car's 2 pin connector (red wire/blue wire) at the top of the firewall.   In RUN, the red/pink wire should be at battery voltage.   (Is yours at 5.2V???)   This is the voltage source for the entire ignition system.  This is then connected to the box red wire.
 
This also then goes to the ballast resistor.   While D II calls for a ballast, you may or may not have one.
 
In RUN, the battery voltage is roughly divided in two, about 6 volts across the ballast, and 6v across the coil primary.  (each one is about 1 ohm, giving about 6 amps in this circuit).    This leaves zero volts at the module's green input.
 
Your numbers sound like the battery is 5.2V, then divided in two by t he ballast/coil/box circuit.
